PRELIMINARY PLAT FOR MAJOR SUBDIVISONS

 

Submission and Review Procedure:

 

Four (4) copies of the preliminary plat (as well as any additional copies which are needed to be sent to other agencies) shall be submitted to the Code Enforcement Officer at least fifteen (15) days prior to the Planning Board meeting at which the applicant desires the Planning Board to review the preliminary plat.  The Code Enforcement Officer shall review it and present it to the Planning Board.

 

Preliminary Plats shall meet the ordinance specifications and shall be drawn to a scale of not less than one (1) inch equals one hundred (100) feet and on sheet sizes suitable for recording by Hoke County.  Plats may be placed on more than one (1) sheet with appropriate match lines.  Submission of the Preliminary Plat shall be accompanies by a filing fee.

 

The Planning Board shall review the Preliminary Plat at or before its next regularly scheduled meeting, which follows at least fifteen (15) days after the Planning Board receives the Preliminary Plat and the comments from the appropriate agencies.  The Planning Board shall recommend approval, conditional approval with conditions to bring the plat into compliance, or disapproval with reasons within forty (40) days of its first consideration of the plat.

 

The Raeford City Council shall review the Preliminary Plat along with the recommendations of the Planning Board within thirty (30) days after the Planning Board has submitted its recommendations and approve, approve conditionally with required changes, or disapprove the plat.  If the plat is approved conditionally, they City Council may require that the plat be revised and resubmitted before final approval is given.  Failure by the City Council to reach a decision within sixty (60) days of its initial review shall be deemed approval.

 

If the City Council approves the Preliminary Plat, such approval shall be noted on copies of the plat with one (1) copy being returned to the applicant.  If the Council approves the Preliminary Plat with conditions, approval shall be noted on the plat along with a reference to the conditions with one (1) copy being returned to the applicant.  If the Council disapproves the Preliminary Plat, the reasons for such disapproval shall be specified in writing.  Copies of the plats shall be so marked and distributed along with the reasons for disapproval, as in the above cases.

 

The preliminary plats shall depict or contain the information indicated in the Contents Checklist below.  Approval of the Preliminary Plat is authorization for the applicant to proceed with the construction of the necessary improvements in preparation for the Final Plat.

CONTENTS CHECKLIST:  to be completed by Code Enforcement Officer

 

1.    ___    Title Block containing:  property designation; name of owner; location; date(s) survey was conducted and plat prepared; scale of the drawing in feet per inch listed in words or figures; bar graph; name, address, registration number, and seal of the Registered Land Surveyor;

 

2.    ___    Name of applicant/subdivider;

 

3.    ___    Sketch Vicinity Map showing the relationship between the proposed subdivision and surrounding area;

 

4.    ___    Corporate limits, county lines, if on the subdivision tract;

 

5.    ___    Names, addresses, and telephone numbers of all owners, mortgagees, registered land surveyors, land planners, architects, landscape architects, and professional engineers responsible for the subdivision;

 

6.    ___    Registration numbers and seals of the professional engineers;

 

7.    ___    Date of plat preparation;

 

8.    ___    North arrow and orientation;

 

9.    ___    Names of owners of adjoining properties;

 

10.   ___    Names of any adjoining subdivisions of record or proposed and under review;

 

11.   ___    Minimum building setback lines;

 

12.   ___    Zoning classifications of the tract to be subdivided and adjoining properties;

 

13.   ___    Existing property lines on the tract to be subdivided and on adjoining properties;

 

14.   ___    Existing buildings or other structures, water courses, railroads, bridges, culverts, storm drains, both on the land to be subdivided and land immediately adjoining;

 

15.   ___    Proposed lot lines, lot and block numbers and approximate dimensions;

 

16.   ___    Wooded areas, marshes, swamps, rock outcrops, ponds or lakes, streams or streambeds, and any other natural features affecting the site;

 

17.   ___    Location of the flood hazard floodway and floodway fringe areas from the community’s FHBM or other FEMA maps (by certificate);

 

18.   ___    Proposed streets;

 

19.   ___    Existing and platted streets on adjoining properties and in the proposed subdivision;

 

20.   ___    Rights-of-way, location, and dimensions;

 

21.   ___    Pavement widths;

 

22.   ___    Approximate grades;

 

23.   ___    Design engineering data for all corners and curves;

 

24.   ___    Typical street cross sections;

 

25.   ___    Street names;

 

26.   ___    Type of street dedication:

 

o     All streets must be designated either “public” or “private”, if private streets are allowed.

 

o     Where public streets are involved which will be dedicated to the City of Raeford, the applicant must submit all street plans to the City Public Works Dept. for approval.

 

o     Where public streets are involved which will NOT be dedicated to the City, the applicant must submit the following documents to the NC DOT District Highway Office for review.

 

a)          Complete site layout, including any future expansion anticipated.

b)         Horizontal alignment indicating general curve date on site layout plan.

c)          Vertical alignment indicated by percent grade, P1 station, and vertical curve length on site plan layout.

d)         District Engineer may require the platting of the ground profile and grade line for roads where special conditions or problems exist.

e)          Typical section indicating pavement design and width and the slopes, widths, and details for either curb and gutter or shoulder and ditch proposed.

f)           Drainage facilities and drainage areas.

g)         Any other information required by NC DOT.

 

27.   ___    If any street is proposed to intersect with a state maintained road, the applicant shall apply for driveway approval as required by the NC DOT, Div. of Highway’s Manual on Driveway Regulations.  (Evidence that the applicant has obtained such approval.)

 

Location and dimensions of all:

 

28.   ___    Utility and other easements;

 

29.   ___    Riding trails;

 

30.   ___    Natural buffers;

 

31.   ___    Pedestrian or bicycle paths;

 

32.   ___    Parks and recreations areas with specific type indicated;

52.   ___    Copy of any proposed deed restrictions or similar covenants.  (Such restrictions are mandatory when private recreation areas are established);

 

53.   ___    Copy of the Erosion Control Plan submitted to the appropriate authority, if such plan is required; and

 

54.   ___    Topographic Map with contour intervals of one or more feet when required by the Planning Board.
